How long until my cocker's hair grows back fully?
My wife and I have a 4 month old chocolate cocker spaniel. His hair was getting pretty long, and we prefer him with a shorter cut, not shabby, just the curly and wavy look. So we called in a mobile groomer (Aussie Pet Groomer) to come in an trim our pup, otherwise known as a "puppy cut". Trim being the KEY word. Well, he shaved our little guy pretty low...and now our cocker looks like a toy poodle...big ears and all. We now know we will never do that again to him. However, never having owned a cocker spaniel before, we were wondering how long, typically, until his hair grows back at least to a level where he doesn't look like a poodle, and looks like the cocker we bought again?

We clean his ears and eyes at least every other day...we are just pissed that we asked for a trim and the guy cut him to almost nothing....he has about an 1inch of hair on him all over now....

It should only take a couple of months for your cocker puppy to start looking a bit more like his own self again.
That said, it sounds like you got an inexperienced groomer! Your cocker puppy will need his ears cleaned out every month or two, along with his anal glands and feet and nails trimmed. You really can not let these things go as they can and do cause serious health problems.
When you are out and about, when you see someone with a well groomed cocker, ask them who does their grooming. If you talk to three or four different people, usually one or two really good groomer's names will pop up.
Keep in mind, if you let your puppy grow out for two long he will get matted, and the groomer won't have any option other than shaving him down again! It is the kindest thing to do with a matted dog. It can be torture, especially on a Cocker, to brush out a full coat, tangles or not!
If you decide not to have your cocker professionally groomed you will have to keep up with ears, anals, feet and brushing your self.
